As clearly shown by the source, this is not official. I have shared it for a couple of reasons;

Secondly, this claim is consistent with a rumour shared with me by another source.
Thirdly, I presented an article today from volodin, that just so happened to discuss the conditions of full mobilisation.
Therefore, it is within the realms of possibility that timelines have been shifted due to Nord stream.
It was expected that the SMO would be upgraded to a Counter Terrorist Operation (CTO). A CTO would permit the declaration of martial law, this gives credence to the aforementioned 'rumour'
In summary, take this, like everything with a pinch of salt as I do, and let's see if it comes to pass.
