At the end of 2022, the Decree of the Government of the Russian Federation of 31 December 2022 №2573 was adopted.

❗️ In accordance with this document, a foreign citizen who has made an investment in Russia immediately receives a residence permit.

A residence permit is a separate indefinite document (blue passport), which confirms permanent residence in Russia.

According to the Government Decree, there are 4 options for obtaining a residence permit 👇

🔸 OPTION 1 - investment through the purchase of property.

The main parameters of the purchased property:

1. can be of any purpose: residential (flat or house) or commercial (offices, apartments, car spaces, etc.);

2. must be at the construction stage or within two years after commissioning;

3. with a total cadastral value from 25 million Rubles (in Moscow - from 50 million Rubles, in the Far East - from 20 million Rubles). Moscow region - 25 million Rubles.
Cadastral value is how much the property is valued by the state. Usually it is 60-70% of the market value of the object.

4. the property must be free of encumbrances.
We are talking about the purchase of real estate with a mortgage - if the flat was purchased using a bank loan, the loan must be fully repaid by the time of the application for residence permit.

5. the period of ownership of the property before applying for residence permit - 1 year.

➕ Pros of the option:
— Possibility to live in the purchased flat or house.
— Possibility of renting out.
— Possibility of quick sale.
— Possibility to obtain residence permit for family members.

➖ Cons:
— After buying a property it is necessary to wait 1 year - after 1 year you can apply for residence permit.

🔸 OPTION 2 - investing in socially important projects from 15 million Rubles.

1. We are talking about investing in the construction of sports, cultural, educational, economic and other social buildings and complexes.

2. The list of socially significant projects is extensive and is available in almost every region of Russia.

3. Investments are made under a loan or investment agreement.

4. Investments are subject to repayment after a certain period of time (each project has its own repayment period - on average from 3 or more years).

➕ Pros of the option:
— possibility to apply for residence permit immediately after investment (in other options you need to wait for a certain period of time after investment);
— the smallest amount for investment as compared to other options - 15 million Rubles.

➖ Cons:
— you do not earn anything from your investment (after a few years you just get your funds back);
— you cannot "exit the project" and return your funds (the money is frozen for a certain period of time).
