#UZBEKISTAN: 15-day jail for haram yoghurt videos

Hojiakbar Nosirov, a 25-year-old consumer rights activist from Tashkent, posted a video on social media on 5 April declaring that the red colouring agent carmine he had found in locally-sold yoghurt is haram (forbidden) for Muslims. Police investigated and commissioned an "expert analysis" from the regime's Religious Affairs Committee that claimed Nosirov had expressed "enmity, intolerance or discord". A 3-minute closed online trial jailed him for 15 days. "The experts quickly conducted a literary examination, wrote down the conclusion and decided the fate of an individual", his lawyer complained.

#AZERBAIJAN: Fined for religious celebration, then arrested

At least seven Shia Muslims faced court cases for taking their children to a celebration in a shopping centre of the anniversary of the birth of Fatima, the daughter of the Islamic prophet Mohammad. Four were fined two months' average wage. One of those fined, Mail Karimov, was arrested at the court and is among hundreds of Shia Muslims in jail under investigation on drugs charges which human rights defenders say are fabricated. The criminal trial of Shia Imam Sardar Babayev continues in Baku.

#RUSSIA: Jailed for meetings "to understand the Koran [and] strengthen his faith"

Khunar Agayev testified to Naberezhnyye Chelny City Court that he had read Muslim theologian Said Nursi's books "in order to understand the Koran [and] strengthen his faith". When others were interested, he explained Nursi's works to them. The court jailed him and another Nursi reader in March for 2 and a half years for "organising the activities of a banned extremist organisation" and ordered their religious books destroyed. The court gave a third a suspended sentence. A Kazan court handed three Nursi readers suspended sentences.

#RUSSIA: Freedom of religion and belief monitoring group ordered closed

Following a media campaign, a complaint from a veterans' organisation, a Prosecutor General's Office demand, a Moscow Justice Department inspection and court suit, a Judge has ordered the liquidation of the Moscow-based SOVA Centre for Information and Analysis, one of Russia's leading organisations monitoring freedom of religion or belief violations. "Organisations like SOVA or Memorial conducting subversive activity in Russia must be liquidated and brought to criminal responsibility," Ildar Rezyapov, who lodged the complaint, told Forum 18. The head of the Non-Governmental Organisations Department at Moscow's Justice Department refused to comment.

#UKRAINE: Second conscientious objector jail sentence

Mykhailo Yavorsky, a 40-year-old Christian, is appealing against a one-year jail term handed down on 6 April for refusing mobilisation on grounds of conscience. If he loses his planned appeal he will be sent to prison. "I would not carry weapons and would not put on a uniform, as I can't kill a person," Yavorsky told Forum 18. "They offered me no alternative service." He is the second known conscientious objector sentenced to jail in Ukraine since Russia's renewed invasion, despite asking to do alternative civilian service.

#UKRAINE: Army rejects conscientious objector alternative service transfer

Christian conscientious objector Andrii Vyshnevetsky has been refused transfer to alternative civilian service, despite from his mobilisation onwards asking for this. On 22 May the Supreme Court will hear his case that the President must lay down a procedure to allow individual conscientious objection to military service. Viktor Yelensky, head of the State Service for Ethnic Policy and Freedom of Conscience, told Forum 18 he has been pushing for all conscientious objectors to be allowed to do alternative civilian service, but "my efforts have been rejected".

#BELARUS: Seven fined for talking about Easter in street

Seven Protestants were fined about 2 months' average wages each for talking to others on a Minsk street about Easter. Police arrested and handcuffed the seven, took them to a police station, and held them for about eight hours. No official would explain why they did this. Similarly, regime officials refuse to explain why they denied the Catholic Red Church parish – forcibly closed by the regime in 2022 – permission to hold Easter mass in the church grounds. The regime also refuses to publish planned 2023 Religion Law changes.

OCCUPIED #UKRAINE: "Disappeared" clergy still "disappeared" after six months

On 16 November 2022, troops of Russia's National Guard seized two Ukrainian Greek Catholic priests, Fr Ivan Levytsky and Fr Bohdan Heleta, in Berdyansk. Six months later, there is no information about where they are, their state of health – or if they are still alive. Asked why they had been seized, the Russian Berdyansk Police responded: "That's all rubbish. Ask [Ukrainian President Volodymyr] Zelensky's special services – they're responsible." An Orthodox Church of Ukraine parish's Easter service was banned because the priest refused to transfer to the Moscow Patriarchate.

OCCUPIED #UKRAINE: First known "discreditation" case in Russian-annexed territory

In the first known case in parts of Ukraine Russia illegally claimed to have annexed in 2022, Fr Feognost (Timofei Pushkov) is facing prosecution under Russia's Administrative Code for "discrediting" Russia's armed forces. Russia's FSB security service appear to have notified colleagues in Luhansk about Fr Feognost's YouTube video discussing how his views on patriotism based on Christian principles differed from those of three other Orthodox priests. Markivka District Court will hear the case on 30 May. Judge Roman Shulga was unavailable when Forum 18 called the court.

#UZBEKISTAN: Devout Muslim jailed after return to country

Prisoner of conscience and devout Muslim, 52-year-old Alijon Mirganiyev has been transferred to a strict regime prison to serve a 6 and a half year sentence imposed after he returned to Uzbekistan from Turkey. He was promised he would not be arrested if he returned to end criminal charges brought against him for his exercise of freedom of religion and belief, but was arrested on arrival at Tashkent Airport. "This is one of the numerous fabricated cases made against influential Muslims," says human rights defender Yelena Urlayeva.

Eduard Charov criticised Russia's invasion of Ukraine on social media, asking "Would Jesus Christ have gone to kill in Ukraine?". The FSB alerted the Prosecutor's Office. A Sverdlovsk Region court fined him for "discrediting" the Armed Forces and "inciting hatred" towards state authorities. A Moscow court fined Mariya Kunchenko for an Orthodox Easter Sunday protest, while a Kareliya court fined Yekaterina Kukharskaya for putting up stickers bearing the Sixth Commandment ("Thou shalt not kill"). Police, prosecutors' offices, and courts did not respond to Forum 18's questions.

#UKRAINE: Conscientious objector freed, new trial ordered

Ukraine's Supreme Court overturned the conviction of Christian conscientious objector Vitaly Alekseenko – the first jailed conscientious objector since Russia's renewed invasion - and ordered his release from prison. However, the Supreme Court ordered a retrial in the original court, and his requests to perform an alternative civilian service have been ignored. A Supreme Court case lodged by Christian conscientious objector Andrii Vyshnevetsky – still forcibly held in the army – continues. He argues that failure to determine a procedure for dismissal from military service on the basis of conscientious objection is illegal.

#TAJIKISTAN: Decree bans funerals for alleged "terrorists", denies relatives bodies

President Emomali Rahmon has signed a Decree denying the families of those killed in alleged "anti-terrorism operations" the possibility of, among other things, burying their dead with the religious or other rites they would have chosen or even knowing where they are buried. A human rights defender said this is to "publicly threaten that people who protest against the government will die and will not be buried as Muslims". Another human rights defender, journalist Anora Sarkorova, noted that "the authorities are enforcing the Decree violently".

#BELARUS: Detained, fined for sharing faith on streets

On 2 June, a judge fined Vladimir Burshtyn – who is in his seventies – over a month's average pension for an outdoor meeting in Drogichin with fellow Baptists to share their faith. Police held him overnight before the hearing in the police station. He has appealed against the fine. "What does it have to do with religion?" said an Ideology official. For the first time, the Catholic Corpus Christi procession in Minsk could not stop at the Red Church, which the regime closed in September 2022.

#BELARUS: Draft Religion Law "playing on formal appearance of legality"

The regime has published the text of a restrictive draft new Religion Law, due to be discussed by the non-freely elected Parliament in September, which it falsely claims "does not affect" international human rights obligations. Exiled human rights defender and Orthodox priest Fr Aleksandr Shramko described the aim as "to somehow extinguish any pockets of not only possible resistance, but also any uncontrolled life", saying the draft law is "playing on the formal appearance of legality".

#TAJIKISTAN: Jail sentences, fines for studying Islam

Imam Mukhammadi Mukharramov, who is now 50, was jailed for eight years for privately teaching Islam to a group of 12 Muslim men throughout 2022. The 12 men – whose names are unknown and whose ages ranged between about 30 and 40 - were jailed for between 6 and 9 years. Elsewhere, a man was fined 9 months' average wages for privately teaching Islam to his brother's wife, and a Muslim woman was fined 1 month's average wages for teaching the Koran to a neighbour's 8-year-old daughter.

#BELARUS: Bulldozers destroy Minsk church

Evicted from its church building in February 2021, banned from meeting for worship in the church car park, Minsk's New Life Pentecostal Church has now seen its church bulldozed. The bulldozing – ordered by Capital Construction Management Company, owned by Minsk City Executive Committee – began on 20 June, within a day reducing much of the building to rubble. The Company, the Office of the Plenipotentiary for Religious and Ethnic Affairs, and Minsk City Executive Committee would not explain why New Life's church building – which it bought in 2002 – was destroyed.

#RUSSIA: Judges "ignore completely" amended Supreme Court guidance on Extremism Law application

Hundreds of Jehovah's Witnesses and dozens of Muslims who read theologian Said Nursi's works have been jailed or given suspended sentences on "extremism" charges. October 2021 Supreme Court revised guidance for extremism trials directed judges to ascertain defendants' "specific actions" and "motivation". Courts have now overturned all eight acquittals resulting from the revised guidance, with one acquitted earlier jailed for 8 years. Early hope has now "completely gone", Jehovah's Witness lawyers say. The defence "of course" refers to the Supreme Court guidance in every case, but "the judges ignore it completely".

#KAZAKHSTAN: Parish ousted from church after 31 years

The Holy Apostles Peter and Paul Orthodox parish in Oktyabrskoye held its last Sunday service on 28 May in the church where it has worshipped since December 1991. On 2 June, court executors and police ousted the parish, handing the building to the Russian Orthodox diocese. "This was done on a legal basis," officials told Forum 18. The parish moved from the Moscow Patriarchate to the Russian Orthodox Church Abroad in 1997. Official documents appear to attest that the parish owned the church, not the Moscow Patriarchate Diocese.

#KAZAKHSTAN: Fined, as "he had no basis for conducting a religious event"

Zakirzhan Rozmetov was fined for leading evening prayers during Ramadan in a Shymkent mosque stripped of registration in 2021. "Rozmetov broke the law – he had no basis for conducting a religious event," said Alzhan Tuyakbayev, head of Shymkent's Religious Affairs Department. Courts fined other individuals up to one month's average wage in the first half of 2023 for prayer rooms in a cafe, roadside restaurant and shopping centre. Astana Police anti-extremism officers inspected "illegal" prayer rooms in a technohub, IT centre and concert organisation, leading to fines.

Arrested in October 2021, six Muslims who met to study the works of Turkish theologian Said Nursi finally went on trial in September 2022. On 27 June 2023, a Moscow court jailed four of the six for 6 years or more, with the others receiving lesser terms. The judge ordered the destruction of books by Nursi taken during the investigation. On 20 June, a Taganrog court jailed Jehovah's Witness Aleksandr Skvortsov for 7 years. All were convicted on "extremism" charges, which all denied.
