Water supplies are very very difficult to target with any bioweapon. Thats why bioweaponeers don’t really spend time on this. You’d have to poison every town individually, get inside every water treatment locked facility, or use a backwash pressure system requiring sophisticated equipment through a hydrant or house plumbing and THEN insert huge volumes to reach any concentration in the water. Just not practical on any large scale. ON THE OTHER HAND the überlords could easily toxify bottled water. Bottled water is less safe than filtered tap water anyway. Dont drink it.
