Listen, okay, but let us be serious for a second.

But, on paper, it is not that hard..

For one, pacification of the locals will depend on several main factors that the Miles "gang" will be able to afford.

1) Can you give the settlements consisting of the Haitian people 1- Money 2- Food Security 3- Stable environment (in terms of making an actual life and actual security) and make it a semi-permanent arrangement?
2) Can YOUR Opponents give them 1- Money 2- Food Security 3- Stable environment AND you have the ability to degrade them from doing that?
3) Can you give them a better, tangible future in terms of materialism while at the same not eroding the core tenants of their lifestyle and freedom?
4) Can "your" Gang militarily overcome your opponents, while at the same time being operationally capable in responding to any unforeseen events?

If Miles feels absolutely confident in all four, then he is free to go for it and see how it goes.

There is a reason why most COIN operations fail.

In the last 20 years, the only "insurgencies" or "rebellious elements" were quashed because the main state actor managed a YES on all four of these pillars.

Examples include Sinai (we beat them to death), Chechnya (It is extremely stable and generally successful after the wars), Eastern Libya (he did the same), Mauritania (its been over a decade since anything happened there), the Macedonians also crushed the Albanians when they tried to start shit, Ecuador did an O.K job too, Hamas in Gaza crushed Al-Qaeda and ISIS elements too, so that counts as well.

What is the common thing between Egypt, Russia, Libya, and Mauritania, Macedonia, Ecuador, Hamas, and Morocco?

The state actor managed to do a YES on all the four questions I just asked, while at the same time having the immense capability of cruelty, violence, and ability to restore order through direct methods, and therefore - they won, as is agreed upon by everyone who is not delusional.
