In fact, most if not all that are not in urban areas did so out of deferrence for religious authorities.
Supporting the PQ was deemed compatible with the teachings of Vatican II, and with some level of influence of the liberation theology.
The archbishops for Quebec city and Montreal likely were kept out of the loop or didn't meddle in what faraway areas priests told their people.
In the 2000s, a Bloc Quebecois MP was forced to resign by the Holy See because he was a priest and John Paul II deemed that enough was enough.
