🇧🇦 - The agency he headed was SIPA, the official state police agency of Bosnia-Herzegovina. SIPA is under the direct administration of the Bosnia-Herzegovina Ministry of Security. The Republic of Srpska passed laws prohibiting SIPA from operating on the entity's territory, but these laws were annulled by the Constitutional Court of Bosnia-Herzegovina. In theory, SIPA should have been the organization chosen to arrest Milorad Dodik. However, SIPA refused to execute the arrest warrant because of the obvious security risks, but would do so with the help of EUFOR (according to reports). Darko Ćulum, who resigned and is now the former director of SIPA, was more or less accused of being not harsh enough towards Dodik and RS in general, and was seen as a key element in blocking the deployment of state police against Dodik. The consequences of this resignation should be followed closely.
