We have noticed reports that DOGS do not work for Telegram users without usernames.

What Is the Telegram Username?

A Telegram user may change the username to make it easier to add friends or contacts using @username without sharing a phone number. 

Since all the usernames are unique, it allows to identify one's account.

Use the 3 bars menu in the top left corner of Telegram to access Settings.

Now choose a unique @username.  That's it.
