Would the systems be shut down, prior to a controled demolition in the region; in order to prevent black swan internal systems failure and or damage to the high pressure valve systems that are located above ground?"

"Systems are shut down periodically for “pigging” lines and other maintenance. I’m sure shutdowns are protocol in close proximity to “ demolitions”. In the event of a controlled shutdown pre stocking of needed products are well planned in advance to prevent refinery upsets and to ensure public purchase via tankage. The ONLY way for destructive non scheduled flow stoppage is via electrical grid system inadvertent shit down and in many cases generators are in line for back up."
