Might be her (I don't know anything), but if I were conducting ops behind the scenes of a movie, the real arrests would be happening behind the scenes (well in advance) so enemies can't try to block or manipulate public perception. Doing this also allows you to take out the enemies with Intel (primary threat force), and waiting to do a fake arrest allows other strategies such as; additional swaying of public opinion prior to public view (good guys use truth), tracking additional but lower level hostiles (separating greater and lesser resistance threats), while preserving reactionary forces for unknowns.
