The new proposition made by the EU proposed the replacement of the Dublin Regulation and states that some camps such as the ones in Lesvos could be managed by the EU and not by the Greek Government, which would most likely lead to a substantial increase in crime.
The new "immigration pact" would also 'force' EU member states who refuse to receive immigrants to receive them

A fact worth noting is that such pact would almost force EU countries to provide assistance, thus, it would be favorable for the immigrants to cause chaos and make a country declare state of emergency to force their transfer elsewhere just as they do when they sink their ships to force their "rescue"
