Sadly the situation isn't as simple as one might assume, not only due to the Turkish attitude but also due to the Greek government being too soft and not reciprocating the same treatment Turkey has given Greek vessels
There are plenty of videos of Turkish coast guard ships chasing or ramming Greek Coast Guard vessels, sometimes performing maneuvers very close to Greek navy frigates. Greek fishermen have had their boats confiscated, boarded, damaged, some were also arrested or shot at by the Turkish Coast Guard
Turkey does not recognize UNCLOS and tries to claim that half of the Aegean belongs to them, as well as claiming that islands have no right to EEZ's (Exclusive Economic Zone) whatsoever
The correct course of action would indeed be intercepting those vessels, arresting/fining the fishermen and perhaps confiscating their boats. Which most certainly would cause a diplomatic crisis with Turkey. There is also massive pressure by the EU so that Greece wont do anything that could anger Turkey and complicate relations even further, causing the "exploratory talks" to cease once again
Germany in particular tries very hard to appease possible disputes/conflicts between Greece and Turkey, more often than not defending Turkey at the expense of Greece and ignoring open threats by Turkey, the goal is to maintain an eternal "dialogue" and "negotiation" status, in which Turkey never has to compromise and Greece or Cyprus will be on a lose/lose situation in which they dont have full rights over sea (or land in case of Cyprus) and Turkey simply keeps doing whatever they have been doing for the past decades without any repercussion. The Turkish accession process to the EU has been stuck for decades, which is also not a problem since they still receive heavy funding and participate in the EU's common market, having enough benefits so that their official membership isn't a real issue
The Greek Government's only weapon seems to be their veto power in the EU, in which they could block any bills to force the EU to take action against Turkey and their clear violation of international law, as it was attempted during the Belarus Sanction proposal, with Greece and Cyprus demanding the EU to also sanction Turkey for doing the same things, which they said would be analyzed but still have not followed through with even despite several meetings being held and Turkey's actions remained unchanged
If Greece intercepts/confiscates Turkish fishing boats, chances are that Turkey would retaliate and harass or arrest Greek fishermen even more than what they already do. With the EU becoming a weak mediator once again and Turkey using it to justify their aggressive behavior, with the EU blaming both sides for it and nothing would change
