Russia could evade the G7's plans to cap crude prices and still export 90% of its oil, a US Treasury official said on Friday. 

Full details of the price cap have yet to be worked out, and the proposal so far has faced a lukewarm response from Russian allies like India.

Russia has also threatened to completely stop selling oil to any country that imposes a price cap, which some experts initially expected to dent the nation's finances. But even if Russia refuses to follow the price cap, the nation still has the resources to evade those sanctions, and exporting 80% to 90% of its oil despite the price cap is "not unreasonable," one unnamed US Treasury official told Reuters.

That's because Russia still has access to tankers – enough to bypass the price cap measure, and Russian oil exporters have purchased more this year to bypass other sanctions.

US military forces 'fully prepared' to cross into Ukraine

U.S. military forces are "fully prepared" to cross into Ukraine at a moment's notice to fight a war against Russia.

The Army's 101st Airborne Division, who boast the "Screaming Eagles" moniker, have been deployed to Europe for the first time since World War II, practicing with live tank and artillery rounds not far from the Black Sea, across which Russia has taken territory from Ukraine, including Crimea, at a forward operating site on NATO's eastern flank, according to CBS News.

"It's not just about defending NATO territory," Charlie D'Agata, senior foreign correspondent for CBS News, said in one report from an air base in Romania. "If the fight escalates, and NATO partners are under threat, they're fully prepared to cross over into Ukrainian territory if ordered to do so."

Is the Biden Administration Trying to Prolong the Ukraine War?

Russia’s invasion of Ukraine has created a humanitarian tragedy […], and all reasonable people should want the increasingly bloody conflict to end as soon as possible. Policies that the Biden administration is pursuing, however, threaten to prolong the war and its suffering. The troubling question arises about whether Washington’s policies are merely inept, or whether they reflect a deliberate strategy to bleed Russian forces and inflict a geo‐strategic defeat on a great power adversary — regardless of the cost to Ukraine. Indications are mounting that it’s the latter scenario.

Even the decision by the United States and other NATO members to pour weapons into Ukraine […], has had the inherent effect of prolonging the armed conflict. Without those arms shipments, it is likely that the Russian invasion would have proceeded faster, perhaps much faster, and more decisively.

US leaders should be expressing explicit support for […] diplomacy and […] compromises […]. Furthermore, Washington should state explicitly that it will respect the terms of any peace settlement the two belligerents might be able to reach. Thus far, however, the Biden administration’s reaction to the bilateral peace talks has been tepid at best, and it even remains uncertain whether the United States would refrain from discouraging or undermining an accord.

Washington’s apparent ambivalence regarding the peace talks is not the most worrisome aspect of the administration’s behavior, however. Far more troubling have been the president’s indiscreet, combative public remarks. Biden startled observers around the world with an apparently impromptu statement near the end of his speech in Warsaw, Poland: “For God’s sake, this man [Putin] cannot remain in power!” The comment was widely interpreted as embracing a new US policy of regime change with respect to Russia.

Moreover, Biden’s comment (and his subsequent anti‐Putin diatribe at a press conference) may well have been more than just the gaffe‐prone president’s latest verbal blunder. The administration is heavily populated by officials who have been fans of forcible regime‐change initiatives for more than two decades. The substance of US policy, especially the extensive sanctions that Washington and the European powers have imposed on Russia following the invasion, certainly seems designed to achieve that goal. 

The thesis that Washington is intent on regime change gained new credibility when the administration endorsed calls to charge Putin with war crimes.

Given the US track record of brutality against civilians in the Balkans, Afghanistan, Iraq, Libya, Syria and other places, Biden’s call for putting a foreign head of state on trial for war crimes is more than a little hypocritical. If such a principle were to be applied with any degree of consistency, Clinton, Bush, Obama, Trump, and Biden would need to be in the dock right next to Putin.

The Biden administration’s strident moral posturing may needlessly prolong the Ukraine war at great cost in both treasure and blood to the Ukrainian people. Calls for regime change and putting Putin on trial for war crimes are dangerously irresponsible.

Russia announces impossibility of demilitarizing the Zaporiyia [sic] nuclear power plant

Russian Deputy Foreign Minister Sergei Riabkov announced Sunday the impossibility of creating a demilitarized zone at the Zaporiyia [sic] nuclear power plant.

"Agreements on demilitarization are impossible in principle: we can only protect the station and ensure its safety," the deputy minister explained to the Russian newspaper Izvestia.

In this regard, Russia categorically rejects the idea of a demilitarized zone proposed by the West, a measure that implies the withdrawal of the Russian military from the station; while it is willing to discuss a security zone.

"The buffer zone is different, its parameters are under discussion. We believe that a certain process of coordination, even diplomatic, with the International Atomic Energy Agency (IAEA) is not only possible, but necessary," she told the newspaper.

Riyabkov stressed that Moscow is in "close contact" with IAEA Director General Rafael Grossi.

Russian forces prepared to defend Kherson despite Ukrainian advances

Russian forces are prepared to defend the city of Kherson despite steady advances Ukrainian troops have made in reclaiming the region, Ukraine's military intelligence chief Kyrylo Budanov said Monday.

Budanov, in an interview with Ukrainian news website Ukrayinska Pravda, said that Russian troops are not fleeing from Kherson and are waging "crazy information campaign" about the situation in the region.

"They create the illusion that everything is gone. And at the same time, on the contrary, they bring new military units there and prepare the streets of the city for defense," Budanov said.

They understand that if we take at least control over the Kakhov dam, which is the only transport artery that is fully functioning now, they will have to make a decision very quickly."

Russia says the West has 'essentially stolen' its foreign currency and gold reserves as the EU eyes asset transfer to Ukraine

Russia accused the West of stealing from Moscow's currency and gold reserves on Monday thanks to sanctions that froze Russian assets. 

In a statement to reporters discussing the prospect of the European Union's proposal to transfer the frozen Russian assets to Ukraine, spokesperson Dmitry Peskov said "a part large of our assets have been essentially stolen by specific Western countries."

The Western sanctions have blocked Russian access to roughly $640 billion worth cash and gold reserves in response to the Kremlin's February 24 invasion of Ukraine. Other US allies followed suit earlier this year, freezing $30 billion worth of assets held by Russian oligarchs in concert with $300 billion in Russian central bank funds. 

The European Union is also considering transferring the Russian cash and gold to Ukraine, drawing criticism from the Kremlin.

On October 25, an explosive-laden car detonated near the office of a local media outlet in Melitopol in Zaporozhye Region. Five people were injured, the building suffered “significant damage.” Fortunately, no one was killed.
