وندل بل در کتاب مبانی آینده‌پژوهی، این فرآیند را به‌عنوان فرآیندی سیستماتیک برای بررسی آینده‌های ممکن، محتمل و ترجیحی تعریف می‌کند و به تبیین روش‌های تحلیل و کاربردهای آن در تصمیم‌گیری و سیاست‌گذاری می‌پردازد. وی در این کتاب نشان می‌دهد که دغدغه اخلاق، ارزش‌های انسانی و مسائل اخلاقی به‌طور مستقیم از اهداف آینده‌پژوهی برای کشف یا ابداع، بررسی و پیشنهاد آینده‌های مطلوب سرچشمه می‌گیرد.
بل به بررسی داوری‌های اخلاقی به‌عنوان بخشی اجتناب‌ناپذیر از همه تصمیم‌گیری‌ها و اقدامات آگاهانه می‌پردازد و نشان می‌دهد که این موضوع حتی در زندگی روزمره افراد عادی نیز وجود دارد.

The Delphi method is of great importance in futures research. The reason for this importance is that this method is used when the available knowledge for analyzing the situation is small and limited. This group will provide denoscriptions and predictions about the future by consulting with each other.
