This is purportedly an email exchange between Elon and Drew Harwell of the Washington Post.
Harwell reaches out to Elon to ask him about the Anon community responding to Elon’s “Follow 🐰” post.
His 1st reference is me, and I believe the 2nd is @PepeLivesMatter
Harwell says I am a “Qanon boosting account”, says my claims of Russia’s interest in our biolabs in Ukraine to be “bogus”, etc.
To which Elon simply responded:

Elon is laughing because the entire attempt was desperate and pathetic. The liberal propagandist-speak is a comically adorable insult to his intelligence.

Elon is a savvy man, and knew full well that if he responded, WaPo would put it out.
Elon knew we would end up seeing this.
I certainly don’t think he's laughing at us. If he wanted to, he had his chance to distance himself from us right here.
