What is OUN(b)?

Simply put the OUN was a "right-wing revolutionary organization that continued to rely on the terrorist tactics of the Ukrainian Military Organization in its pursue of Ukraine’s independence". Basically, if you meshed the IRA and Nazi Germany together, sprinkled a little old fashioned Mussolini fascism and racism on it, and slapped a Ukrainian flag on it, you would have the OUN.

In 1947, there were approximately 250,000 displaced Ukrainians. The Ukrainian Insurgent Army moved through the US occupation zones to unite displaced Ukrainians. Bandera, the head of the UPA, sought to establish control over Ukrainian emigrant circles.

Russia (the USSR) became aware of all this and tried having Bandera extradited under the guise as a war criminal who collaborated with Nazis. The US replied by saying that they "could not find the whereabouts of these individuals." The US, fearing for Ledeb's safety, ended up moving him from Rome to Munich as he was "an important source of information about resistance in Ukraine."

Both Swan and Nikolai Lebed were immigrated by the CIA into the United States by 1949. Revolutionary leaders tend to make new friends and even more enemies. It was feared that Lebed would be assassinated by former colleagues.

Swan was moved around the same time with his wife and daughter and became the main contact person for OPERATION AERODYNAMICS. He ended up settling in New York. The US government conveniently covered up the fact that Swan was responsible for the " mass killings of Ukrainians, Poles and Jews".
