When Joe was a senator, he submitted an article to a Harvard journal. A junior editor at the Harvard Journal, whose job it was to cite check it, says it was riddled with plagiarism. He says he flagged it to his lead editor and they covered it up- fixing the plagiarism, adding proper citations, and then publishing it.
