- Floating bubble chart can now work without app in background

I have fixed issues you mentioned in previous releases and added new things. You all wanted floating indicator to put it on the right side or anywhere on the screen, even on the systembar right side. When it's enabled, NSI notification go to minimal priority in order to remove indicator from the left side.
Fixed issue with showing floating bubble chart and also with floating indicator to work without app in background,

Stable version v1.3.7 is on playstore and you can download it, if you want to test new stuff download attached beta :)

NetSpeed Indicator v1.3.8-beta3:
- Added configuration for floating indicator
- Added time zone check (should fix issue with reset data usage at midnight, need testing)
