Because they are owned by the central bank and according to law the bank is independent from the government and its asset are untouchable. When Hezbullah was able to locate the leader of the southern Lebanon occupation army, Akl Hashem, that worked with Israel and was assisting Israel to occupy Lebanon for 22 years, Hezbullah postponed the attack on him twice because his family was with him. Imagine, a high value target protected by IDF Amman intellegence branch was not neutralized because he had his family with him. Hezbullah then executed the operation after he was able to locate him alone. If Hezbullah did so with an SLA leader why would he change his methods and moral and kill Hariri in this way.. it simply doesn't make sense or even serve it's interest back then.
