Since 2021, up to 100 killings were recorded, involving many youths and children in inter-Arab clashes, which triggered a rising Israeli concern on the situation.

The concern gained traction after the 11-day war in May, when the 1948-occupied Palestinians contributed to an uprising and disruption in IDF's logistics. The government of Naftali Bennett fears that one day, the outlaw weapons in the Arab community might fall into the hands of the nationalists.

During a ministerial session to combat violence and crime, Bennett stated: "The situation in the Arab society has reached a red line and we will not allow it to continue. The state is now mobilizing to protect the Arab citizens from the scourge of crime, illegal weapons, murder and ransoming."
