Earlier in February, the ex-IDF soldier & current American energy envoy, Amos Hochstein, visited Lebanon to threaten the authorities against claiming a border beyond the lines № 1 and 23.

While the Israeli-born US mediator between Lebanon and Israel Amos Hochstein is feeding Lebanon fake hopes, the mining ship (FPSO) of “Energean Power” has arrived to the Karish oil/gas field, in the disputed Lebanese waters and will start operating on behalf of Israel.
General Aoun has to take a simple decision, either sign the decree and inform the UN about Lebanon's waters, then allow Hezbullah to enforce these borders, or end his presidential bid as the man who allowed Israel to steal Lebanese resources during its worst economic collapse.

Hezbullah limits itself to what the government acknowledges as Lebanon's borders, as it does not see Israel as a belligerent to negotiate borders with.
So as long as Lebanon doesn't acknowledge line 29, for Hezbullah Israel isn't in Lebanese waters.
