"The IDF claims that there are still children and women in Gaza, but we said that we handed over all the women and children."

In reality, the remaining woman/en and children are not alive, and that's why they haven't been released. Hamas did offer to return the bodies of Bibas family back to Israel, but the government refused to pay the price Hamas asked for.
