During that period, the cargo was stored where seized material is placed. The legal status of the judicial seizure was questionable, since the owners forfeited the material.

- The port authorities kept responding on a regular basis from 2014 that the army does not want the cargo and were requesting the sale to "Majid Al Shamass", an exclusive importer of explosives in Lebanon.

- Since then, nothing has changed. The port was waiting for a legal loop hole to proceed to the sale.
