In 24 June 2010 Lebanon arrested Charble Kazzi after a security operation to uncover all Israeli infiltration to Lebanon's telecommunication sector.

Charbel, who is the head of maintaince in Alfa, was recruited in 1996 by mossad. He helped Israel get all cellular data from Alfa. https://t.co/r8SSRlxzLj
Not only that, by 1997 according to his testimony, he gave Israel information and access to all of Lebanon's telecommunication sector.

Add to that, he gave them all protocols needed to access the Telecommunication servers in Lebanon

Charbel is a friend of another IDF spy who...
...was killed in an IED by Hezbullah in 1997.

Him aside, he was not the only one caught. Security forces later on captured another mossad spy in Alfa telecommunication provider Tarek Al Rayaa

Add to that, those two are merely few who were captured and who had access to the Telecommunication sector and cell data records that the ICC is using to connect Hezbullah to the surveillance work against Hariri.

But did Israel monitor Al Hariri? In fact yes, it did.
After years of silence, after finally being accused of his murder, Hezbullah secretary general Sayed Hasan Nasrallah made a 2 hour conference with journalists about IDF spies who were monitoring Al Hariri and produced IDF drone footage they hacked.
Those drones were monitoring Hariri throughout the day and over the area of the explosion and for weeks, even to the north in his private mansion and spa in Faqra

This would be the second time Hezbullah intercept IDF drones before an operation, similar to 1997 sheyetet 13 attack
He also add that a mossad spy Hezbullah was following, called Ghassan Al Jed, was present in that area of the explosion one day before the explosion on 13 February 2005. Ghassan escaped Lebanon in 2009 before being caught.

Ghassan is a Hezbullah suspect in the killing of the Hezbullah commander Ghaleb Awali in car bomb inside Dahyeh two years before the Hariri murder.

That all aside, Israel refused to assist the ICC with intelligence and drone footage of the area, considering the army and the UN knew that IDF drones, for a fact, are over Beirut and Lebanon 24/7 everyday.
