In this video, he says the Lebanese and Americans should create an understanding to secure salaries for the Lebanese army and then ensure that it is trained to be a peace keeping force not an offensive force.
In other words, degrade the Lebanese army further, deny it any capabilities to fight, and ensure it becomes an over glorified police force.
Hopefully this shows you how Hezbullah was always correct. They want to disarm it and weaken the Lebanese army so no one can ever defend Lebanon.

Barrack also arrogantly claimed that back in 1970's Hezbullah threw flowers at the invading Israeli army forces and that we want to go back that relationship.
A relationship were Israel invades and the Lebanese throw flowers.
He is wrong, Hezbullah wasn't established until a decade later.
He also meant some Shia families from that famous photo. It wasn't all Shia, it was barely any and transcended sects .

One of the most painful news in the last few weeks was the Israeli media report of some of Hezbullah's POWs who are being imprisoned with Hamas members in underground concrete cells.
There, they are degraded, tortured, and forced to sit 23/24 hours without seeing light.
And when they are allowed to see light? They are taken out to a room with light but not outdoors.
There is no trial, no prison sentence to serve, no details to us about their names or wellbeing. Complete dehumanization and violation of all conventions.
Lebanon doesn't know the full list of POWs, and since some bodies are still missing, they are unable to classify all.
Some were kidnaped after the war and are in different prisons.
At least one Hezbullah elite fighter was killed under torture many months ago. Body still imprisoned.
It is our duty to remember them, advocate for them, not forget them, and to do anything.. anything...to get them back.
It's our religious and moral duty
