David Hale: - The tragic explosion is a symptom of the systemic problems in Lebanon which have persisted for far too long.

- Decades of mismanagement, corruption, and the repeated failure of Lebanese leaders to put aside their parochial interests and undertake meaningful, sustained reforms.
