Lebanon PM's office says the president violated the constitution by announcing Lebanon's team to negotiate w/ Israel on the southern border alone.

They say PM should have been involved b/c the constitution stipulates intl agreements be negotiated by both the President and PM.

The US mediator for the Lebanon-Zionists border talks will be John Desrocher, US Ambassador to Algeria, the State Department says.
