A lawsuit filed by the 1776 Project Foundation challenges decades-old desegregation rules, alleging that they amount to "overt discimination against a new minority: White students." The complaint lists various benefits that are given to 'Predominantly Hispanic, Black, Asian and Other non-Anglo' or PHBAO, which include smaller class sizes, favoritism, better staffing, and a curve on district-wide exams to coveted programs, stating that these explicit policies violate both the 14th Amendment and the California State Constitution.
