White Papers is proud to present our second piece of draft legislation: The Immigration Quota Act of 2026. This bill aims to reverse the demographic damage of the Hart-Celler Act by establishing regional quotas based on U.S. historical precedent that respects ethnic compatibility. It also:

✅ Ends chain migration by restricting family reunification to spouses and unmarried children under 21

✅ Bans immigration welfare use, re-establishing the original intent of the public charge rule

✅ Abolishes the H1B visa, the Diversity Visa, the Optional Practical Training Program, and select other visas which do not directly enrich Americans.

✅ Allows for the denaturalization of criminals
