A true leader does not want something in exchange for tell the truth and doing what is right, it will just do it without ulterior motives, and does not blackmail his people for votes which it will then exchange for alleged revelations.
This is not honest and makes everything very suspicious.
First the revelations, then perhaps the votes, and not the other way around.
