💬 We will remember the Russian peacekeepers who, as always, absorbed the blow for the sake of peace in the region.
 
The miserable ingratitude with which the unscrupulous tried to question their activities will not overshadow their heroic efforts, but will mark the slanderers with eternal shame.
 
And now for the facts.
 
As of the beginning of 2022, Yerevan had three trilateral statements made by the leaders of Russia, Azerbaijan and Armenia, dated November 9, 2020, January 11, 2021 and November 26, 2021, which served as a political and practical roadmap for how to completely organise life in the region in a peaceful and mutually respectful way that considers the interests of all parties.
 
Yerevan chose not to implement what it signed, but to try its luck with NATO/EU. It was through the mediation of Brussels and the main adviser, Paris, that on October 6, 2022, at the summit in Prague, a Statement was adopted following the results of a quadrilateral meeting of the leaders of Azerbaijan, Armenia, France and the EU. It reads:
 
“Azerbaijan and Armenia reaffirm their commitment to the UN Charter and the 1991 Alma-Ata Protocols, through which they recognise each other’s territorial integrity and sovereignty.” That is, Nagorno-Karabakh is part of Azerbaijan. At the same time, the text says nothing about the need to ensure the rights and safety of the people living in the region.

It was officially published on October 7, 2022.

It was Yerevan’s final solution to the issue of Nagorno-Karabakh. Why Nikol Pashinyan and the Armenian authorities chose to do this and why Paris and Brussels pushed official Yerevan to do so: these questions must be addressed to them.

🇷🇺🇭🇳 On September 20, Foreign Minister Sergey Lavrov held a meeting with Minister of Foreign Affairs of the Republic of Honduras Eduardo Enrique Reina on the sidelines of the UN General Assembly’s 78th Session.

During the conversation, the two Ministers discussed the current state and future of political, trade, economic, humanitarian and other kinds of cooperation between Russia and Honduras, as well as ways to further develop the contractual legal framework governing the bilateral relations between the two countries.

Sergey Lavrov and Eduardo Enrique Reina exchanged views on topical global and regional matters and discussed bilateral interaction on the international stage, primarily within the United Nations, and as part of Russia’s dialogue with Central American countries.

🇷🇺🇯🇴 On September 20, Foreign Minister Sergey Lavrov met with Deputy Prime Minister and Minister of Foreign Affairs and Expatriates of the Hashemite Kingdom of Jordan Ayman Safadi on the sidelines of the 78th Session of the UN General Assembly in New York.

During the conversation, an in-depth discussion of the key issues on the Middle East agenda took place with an emphasis on the Palestine-Israeli and Syrian settlement processes.

The two Ministers noted the same or similar fundamental approaches to resolving the ongoing crises in the Middle East, which have a negative impact on regional and global stability and security, within the context of compliance with the fundamental international norms.

The developments in Ukraine were raised in the context of the collective West’s attempts to provide unbridled support to the regime in Kiev.

In addition, ways to further promote traditionally friendly bilateral relations, including maintaining the political dialogue at the high and highest levels, were discussed.

📆 On September 20 in New York, Foreign Minister Sergey Lavrov attended the working meeting of the Foreign Ministers of the CSTO member countries organised as part of the Belarusian chairmanship in the CSTO.

The discussion spanned a wide range of international and regional security issues.

The participants stressed the need to step up mutual coordination on the United Nations platform with regard to the current UN agenda and to further strengthen the CSTO’s interaction with the UN, in part, with respect to its peacekeeping efforts.

The Ministers reviewed the preparations for the upcoming Collective Security Council session scheduled to be held in Minsk on November 23.
🗓 On September 20, Foreign Minister Sergey Lavrov took part in an ad hoc meeting of the Shanghai Cooperation Organisation Foreign Ministers Council in New York.

The meeting agenda included the issues of further consolidation and development of the #SCO in the context of improving its efficiency in the current reality. The meeting participants discussed the progress in implementing the decisions made at the highest level. The national coordinators of the SCO Member States were instructed to expedite the drafting of concrete proposals.

The Foreign Ministers exchanged opinions on the key global and regional issues and confirmed their shared commitment to jointly combatting security challenges and threats in the interests of ensuring stability and sustainable development in the SCO region. The meeting participants emphasised their intent to boost interaction between the SCO and the UN, as well as build ties with other multilateral associations.

The Member States will continue to deepen foreign policy coordination, including the agenda of the 78th Session of the UN General Assembly.
🇷🇺🇦🇲📞 President Vladimir Putin spoke over the phone with Prime Minister of the Republic of Armenia Nikol Pashinyan.

The Parties discussed the latest developments around Nagorno-Karabakh. Vladimir Putin noted with satisfaction that the most serious stage of the conflict had been overcome, and he welcomed the agreement, reached with support from the Russian peacekeepers, on the complete cessation of hostilities and on holding talks between Baku and Stepanakert on September 21. The talks will be mediated by the leaders of the Russian peacekeeping contingent.

Despite the harsh circumstances, the peacekeepers are firmly fulfilling their objectives, and they render overall assistance, including with military doctors, to civilians and refugees.

The Leaders expressed hope that the situation would turn towards de-escalation and stabilisation.
🗓 On September 20, Foreign Minister Sergey Lavrov met with Director General of the International Atomic Energy Agency Rafael Grossi on the sidelines of the High-Level Week of the 78th Session of the UN General Assembly.

The meeting participants exchanged opinions on the main areas of the agency’s activity and discussed in detail the security of the Zaporozhye Nuclear Power Plant. The Russian Party confirmed its intent to continue the further interaction with the agency in order to curb threats to the nuclear power plant posed by the Kiev regime and to provide for its normal functioning.

Sergey Lavrov and Rafael Grossi also noted the long-term harmful impact of the use of depleted uranium munitions which the collective West is supplying to the Kiev regime.

💬 We are not engaged in any dialogue with the EU on unilateral illegitimate sanctions against our country, nor do we intend to hold any. This equally applies to the conditions for the resumption of Russia's participation in the Black Sea Initiative.

⚠️ Brussels has repeatedly made it clear that it is not going to contribute to the implementation of the goals set out in the Russia-UN Memorandum on normalising Russian agricultural exports. Moreover, by its actions, the EU has created preconditions for Russia to suspend its participation in the Grain Deal.

The comment made on 18 September 2023 by the head of European diplomacy Josep Borrell on the margins of the 78th session of the UN General Assembly in New York that there is not any possibility of reaching an agreement on the issue of reviving the Black Sea Initiative confirms yet again that the EU has made its choice. Moreover, Josep Borrell allegedly said "a thousand times" that anti-Russian sanctions do not affect the exports of food and fertilizers.

☝️Well, in reply thereto we would like to say that the EU may reproduce its arguments, which are contrary to reality, even a million times, but this will in no way affect the clear view of the entire world community, including the countries of the Global South, that the food crisis was provoked precisely by EU restrictions, primarily against Russian exports of agricultural products and fertilisers. Everyone but the EU understands that Russia is not setting conditions, but is demanding that the commitments under the Russia-UN Memorandum be honoured.

❗️Given the economic war unleashed against us, there is no reason to expect the EU to care about the food security of countries in need.

💬 We can see some Western countries’ attempts to whitewash and canonise Ukrainian neo-Nazis. For example, the city authorities allowed the holding of a photo exhibition dedicated to the Nazi Azov battalion in Milan, on one of the city streets and in the Risorgimento Museum. Militants of this terrorist organisation are presented as “defenders” of Mariupol there. <...> A biased article in Le Figaro, France, about the Azov and Right Sector neo-Nazi organisations, whose members are depicted almost as patriots, is another outrageous example.

All these facts provoke outrage, and I would like to ask the Italians and French a question: when your journalists and politicians are trying to whitewash Ukrainian neo-Nazis and present them in such a heroic light, do you remember what your countries went through during World War II?

💬 The decisions by the UK and the United States to supply Kiev with depleted uranium munitions have had dire long-term consequences for the region. As a result, water and soil in a vast territory have been contaminated with radiation.

Some international experts are trying to talk their way out of this situation, claiming that this is not really a nuclear security issue. Of course, there is no need to explain. We should consider this problem not only from the point of view of physics, but also of chemistry. There are no options there other than to call it a global-scale disaster.

💬 I would like to thank our South African friends for their productive chairmanship in the past period. The BRICS Summit in Johannesburg and the Meeting of BRICS Ministers of Foreign Affairs and International Relations in Cape Town were a great success.

Documents have been drafted that provide a solid framework for the future development of our association. I am primarily referring to the six new full members that joined our ranks: Argentina, Egypt, Iran, UAE, Saudi Arabia and Ethiopia.

🤝 All these countries support the fundamental goals and values of #BRICS, including the spirit of solidarity, equality, mutual respect, openness, inclusiveness and mutually beneficial cooperation based on consensus. I have no doubt that our new partners and colleagues will contribute to the association’s development.

This was a long overdue and much awaited step that confirmed that the collective voice of BRICS in defence of the global South and global majority is highly relevant in modern international relations.

More and more Asian, African and Latin American states are consolidating their economic positions and demonstrating that they are willing and ready to defend their sovereign national interests and influence global processes. We are witnessing the emergence of a more equitable, polycentric world order.

🗓 On September 20, Foreign Minister Sergey Lavrov met with the Arab League Secretary-General Ahmed Aboul Gheit on the sidelines of the 78th Session of the UN General Assembly in New York.

The meeting participants noted the importance of enhancing interaction between Russia and the Arab League in the interests of settling crisis situations in the Middle East and North Africa and strengthening security and stability in the region.

🇷🇺🇻🇪 On September 20, Foreign Minister Sergey Lavrov had a conversation with Foreign Minister of the Bolivarian Republic of Venezuela Yvan Gil on the sidelines of the 78th Session of the UN General Assembly.

During their meeting, held in a traditionally trusting atmosphere, the Ministers confirmed the concurrence of Russia and Venezuela’s approaches to current international problems and outlined plans to step up foreign policy coordination, specifically at the Group of Friends in Defence of the UN Charter.

They noted the dynamic development of their countries’ bilateral relations in the context of strategic partnership and agreed on taking steps to promote these relations in every way with a focus on strengthening the political dialogue, stepping up trade, investment, scientific and technological ties, expanding cultural and humanitarian exchanges, and improving the contractual and legal infrastructure.

Sergey Lavrov has supported the Bolivarian authorities’ consistent efforts to ensure internal political stability and advance along the path of sustainable socioeconomic development. He welcomed Caracas’ initiatives in regional affairs and its contribution to intensifying the integration processes on the continent and promoting the rapprochement between Latin America and the EAEU.

• When the Cold War came to an end, the US-led so-called collective West appropriated the right to rule the destinies of the entire humankind and, driven by its exceptionalism complex, started ignoring the legacy of the UN founding fathers more often and on an increasingly greater scale.

• The West makes selective use of the Charter’s norms and principles, on a case-by-case basis, and only when they serve its vested geopolitical needs. This inevitably throws global stability off-balance, exacerbating the existing hotbeds of tension and creating new ones.

• As for talks, we do not refuse to talk now either. President of Russia Vladimir Putin said this on numerous occasions, including recently. <...> President of Ukraine Vladimir Zelensky has signed an executive order prohibiting talks with the government of Vladimir Putin. If the US is interested in such talks, I think it only needs to give the signal for Zelensky’s order to be cancelled.

• Today, the rhetoric of our opponents is full of slogans such as “invasion,” “aggression” and “annexation.” They do not say a word about the inner reasons for the problem, or the fact that for many years they nurtured a downright Nazi regime, which is openly rewriting the results of World War II and the history of their own people.

• While chanting their mantras about the territorial integrity of Ukraine, the former colonial powers keep silent about the UN decisions inviting France to return the island of Mayotte to the Comoros and Britain to withdraw from the Chagos Islands and to resume negotiations with Argentina to resolve the Falkland Islands (Malvinas) issue.

• Facts point to a deep crisis in international relations and the absence of the Western countries’ desire and will to overcome this crisis.

🇷🇺🇦🇿📞 President Vladimir Putin spoke over the phone with President of Azerbaijan Ilham Aliyev.

Ilham Aliyev offered his apology and deepest condolences following the tragic death of members of the Russian Peacekeeping Corps (RPC) on September 20 in Karabakh. He emphasised that the incident will be thoroughly investigated and all those responsible will be held accountable. The Prosecutor General’s Offices of the two countries are keeping in close contact with regard to the matter. The President of Azerbaijan also expressed readiness to offer financial aid to the families of the killed officers.

Both Parties noted the importance of consistently implementing the agreements reached with the assistance of the Russian peacekeepers on complete cessation of hostilities in Karabakh. The talks that began between the representatives of Baku and Stepanakert, with the peacekeepers’ mediation, have particular importance in this context.

The Parties considered priority steps towards stabilising the situation and overcoming humanitarian issues in the region. Vladimir Putin stressed the importance of protecting the rights and security of the Armenian population in Karabakh. Azerbaijan confirmed its readiness to cooperate on these matters with the Russian peacekeepers.

The two Leaders agreed to intensify the talks within the framework of the 2020–2022 highest-level trilateral agreements, primarily with respect to unblocking transport connections, delimitating the Azerbaijan-Armenia border and drafting a peace treaty between Baku and Yerevan.
