🗓 On October 9, Foreign Minister Sergey Lavrov held talks with Arab League Secretary-General Ahmed Aboul Gheit, who was in Moscow on a working visit.

☝️ The central subject of their detailed exchange of opinions and evaluations was the unprecedented aggravation of the Palestinian-Israeli conflict, which had already led to numerous casualties, including among civilians on both sides.

❗️ Sergey Lavrov and Ahmed Aboul Gheit called for an immediate ceasefire and cessation of violence, emphasising the need for concerted efforts to organise negotiations between the Palestinians and the Israelis based on the existing international legal framework that provides for the creation of an independent Palestine state within the 1967 borders with its capital in Eastern Jerusalem, which will live in peace and security with Israel.

🇸🇾 The Parties focused on promoting a comprehensive settlement in Syria. Sergey Lavrov and Ahmed Aboul Gheit praised the Syrian Arab Republic’s resumed participation in the Arab League activities and spoke for mobilising international support for the post-conflict restoration of Syria, which includes creating favourable conditions for the return of Syrian refugees.

🇱🇾 When discussing developments in Libya, the Parties noted the importance of holding a nation-wide election and creating unified bodies of power with the just representation of all regions of the country in the interests of ensuring unity, territorial integrity and sovereignty of the Libyan state.

🇸🇩 When touching on the emerging military and political situation in the Sudan, Sergey Lavrov and Ahmed Aboul Gheit called for an immediate ceasefire and the launch of a national dialogue to settle the crisis in the country as soon as possible without external interference in its internal affairs.

👉 At the request of Ahmed Aboul Gheit, the Russian party provided expanded assessments and comments on the developments in and around Ukraine.

Russian-Iranian relations, based on traditions of friendship and neighbourliness, can rightfully be called strategic relations today. 🇷🇺🇹🇷📞 President Vladimir Putin spoke over the phone with President of the Republic of Türkiye Recep Tayyip Erdogan.

The Leaders focused on the rapidly deteriorating situation in the Palestinian-Israeli conflict zone. They expressed their deep concern at the continuing escalation of violence and the catastrophic increase in the number of civilian casualties.

Both Leaders emphasised the need for an immediate ceasefire by both sides and resumption of negotiations and expressed mutual readiness to actively contribute to this end. The Sides underscored that a long-term peaceful settlement of the Middle East crisis was only possible on the basis of the ”two-state“ formula approved by the UN Security Council, which provides for establishing an independent Palestinian state within the 1967 borders with East Jerusalem as its capital.

The Parties also touched upon separate issues of Russian-Turkish cooperation in various fields.

Contacts between the Leaders of the two countries will continue.

🗓 On October 10, FM Sergey Lavrov met with Deputy Prime Minister and Minister of Foreign Affairs of Iraq Fuad Hussein, who accompanied Prime Minister of Iraq Mohammed Shia Al Sudani on his official visit to the Russian Federation.

The Ministers held a detailed exchange of views on current regional and international issues with a focus on the situation in Iraq and around it.

🤝 They stated that the two countries had identical or close approaches, based on the fundamental norms of international law, to responding to the crises that persist in the Middle East and that impact regional and global stability and security.

The Russian Minister expressed support for the Iraqi authorities’ efforts to improve the situation in the country and ensure security, stability and the rule of law.

❗️ They focused on the Middle East settlement agenda in the context of the dramatic surge in violence in the Palestinian-Israeli conflict zone. Sergey Lavrov and Fuad Hussein stressed the need to take urgent measures to bring about an early ceasefire, something that would make it possible to avoid new casualties and render the necessary assistance to peaceful civilians who have fallen victim to the combat operations.

They called on all stakeholders to step up efforts to create the conditions for the early resumption of the full-scale negotiating process between the Palestinians and the Israelis, which is to result in the establishment of an independent Palestinian state within the 1967 borders, to coexist in peace and security with Israel.

They also discussed in detail the situation in Syria 🇸🇾 and around it with a focus on promoting a comprehensive settlement in Syria based on UN Security Council Resolution 2254. In this regard, they noted the effective role of the Astana Process, in which Iraq participates as an observer, and the Arab League’s Contact Group on Syria in the matter of international assistance to stabilising the situation in the SAR and overcoming the aftermath of the protracted crisis there.

We are witnessing the emergence of a new and fairer multipolar order that reflects the world’s cultural and civilisational diversity. The future world is taking shape in the midst of a battle. The global majority, representing 85 percent of the world's population, advocates a more equitable distribution of global resources and respect of cultural diversity, as well as consistent democratisation of international affairs. On the other hand, a select group of Western nations led by the US is endeavouring to hinder progress through neo-colonial methods and to maintain its waning dominance. <....>

Key talking points:

🔸 One can’t help but get the strong impression that the US and its subservient “Western team” have decided to impart a global dimension to the Monroe Doctrine.

🔸 Western ruling elites, in violation of the UN Charter, are telling other countries who they should maintain relations with and how.

🔸 The aggressive and self-serving approach adopted by the Western minority has sparked a major crisis in international relations, and the risks of a global conflict are running high. <...> It is critical to endeavor to turn the spirit of multipolarity enshrined in the UN Charter into reality.

🗓 The 6th Russian Energy Week (#REW2023) is already in full swing - it takes place on October 11-13, 2023 at the Manege Central Exhibition Hall in Moscow.

Russian Energy Week International Forum is a key international event to address the most pressing issues in the energy sector.

This year event’s central theme will be The New Reality of Global Energy: Building the Future.

🌐 Over 4,000 guests from more than 60 countries and territories have confirmed their participation in REW 2023.

The Forum’s business programme includes more than 30 events divided into thematic blocks:

🇷🇺🇦🇪 📞 On October 9, Foreign Minister Sergey Lavrov spoke over the phone with Minister of Foreign Affairs of the United Arab Emirates Sheikh Abdullah bin Zayed Al Nahyan.

The Ministers emphasised the need for an immediate ceasefire between HAMAS and Israel, the cessation of all violence in the region, the release of civilian hostages, and the unacceptability of attacks on civilians on both sides.

☝️ The two Parties confirmed the objective to lead the Palestinian-Israeli settlement out of its present deadlock, based on UN resolutions and the revival of the role of the Quartet of international intermediaries composed of the UN, Russia, the US and the EU.

The Foreign Ministers also discussed current bilateral issues and interaction within #BRICS in the context of the Russian Presidency in the association in 2024, and with account taken of the UAE joining BRICS as a full member.
🇷🇺🇮🇷📞 On October 10, Foreign Minster Sergey Lavrov spoke over the phone with Foreign Minister of the Islamic Republic of Iran Hossein Amir-Abdollahian.

The two Foreign Ministers discussed topical issues on the Middle East agenda with a focus on the new round of the Palestine-Israeli conflict. They stressed the importance of efforts to put an end to the armed confrontation without delay and to settle the situation based on the well-known international legal documents.

The current situation in the South Caucasus was discussed. Both Ministers expressed their support for the rapid resumption of the joint work in the 3+3 Consultative Regional Platform format for the South Caucasus.

Several issues of mutual interest, related to bilateral cooperation, were touched upon.

🇷🇺🛬 Russia's Foreign Minister Sergey Lavrov arrives in Bishkek to participate in the Council of Foreign Ministers meeting of the Commonwealth of Independent States.

🗓 On October 5, a military academy in Homs was attacked with explosives-laden drones, supplied to Syria from France, during a graduation ceremony where graduates were awarded officer ranks. According to the Ministry of Health of the Syrian Arab Republic, 89 people were killed in the attack, including 31 women and five children, and another 277 were injured. <...>

Following the tragedy, Russian representatives at the UN Security Council called on other UN member states to release a joint statement for the media condemning this deadly act of terrorism and extending condolences to the families of the dead and injured.

❗️ However, this initiative, which is standard practice in the UN Security Council, has been blocked by several delegations at once.

The Western trio (the United States, Britain and France), as well as their allies (Albania, Malta, and Japan) were not willing to condemn the terrorist attack, citing criticism of the actions of the Syrian government, which is fighting international terrorist groups in its own country.

The UN Secretariat spoke in a similar vein: UN Secretary-General Antonio Guterres and his Special Envoy for Syria Geir Pedersen only expressed concern and could not even manage words of condolence over the tragedy in Homs.

As a result, the UN Security Council, which is called upon to deal with issues of international peace and security, was once again unable to unanimously respond to the events in Syria (the devastating earthquake on February 6 also went without response). Moreover, at the obvious instigation of the UN Secretariat, an attempt was made to effectively equate the UN Security Council-designated terrorists with the Government of the Syrian Arab Republic, a UN member state.

☝️ Such double standards in the approach to fighting terrorism, protecting civilians, and respecting the sovereignty, independence, unity and territorial integrity of countries depending on their obedience to Washington and its allies can only be a source of deep disappointment and regret.

The Russian fuel and energy sector is seeing core changes. They relate to all areas of the industry, including the production and processing of energy commodities, service and logistics, as well as interaction with our foreign partners.

🔸 Maximising added value and advancing the deep processing of oil and gas is the strategic and systemic objective of the Russian fuel and energy sector. Ambitious oil and gas-to-chemicals projects, including projects with state participation and state support, are in the planning and implementation stages.

🔸 Last week, fuel was loaded into the Rooppur power plant in Bangladesh. The fourth power unit at the El Dabaa NPP in Egypt is being built ahead of schedule. We are helping Egypt embark on the path to sovereign energy development.

🔸 Russia’s RusHydro has been involved in designing and building more than 350 facilities in 54 countries. Today, the company supplies its technological solutions to 17 countries, including countries in Africa, the Middle East, Central Asia and Latin America, boosting technology transfer and providing engineering support for the entire service life of its plants, which is 50–70 years.

🔸Russia continues to export more gas to the People’s Republic of China. In 2025, the Power of Siberia gas pipeline will reach its design capacity of 38 billion cubic metres of gas annually. However, it already transports substantial gas volumes exceeding contract obligations.

🔸 As before, Russia will make a significant contribution to balancing the global energy market, developing partnerships and cooperation ties with those countries that want it and are interested in this.

💬 Anatoly Antonov: The U.S. continues to rely on a forceful solution to the Ukrainian crisis. The pursued goals of exhausting and debilitating Russia, inciting the fraternal people against us further do not change.

📌 Behind this lie Washington’s fears of not allowing the successes of the Russian Armed Forces to be consolidated. Americans are trying to show Russia as a country with some certain expansionist intentions.

The new package does not solve the tasks set by the Administration for the Ukrainian puppets. The counteroffensive has failed. The Kiev regime is breathing its last. Western supplies only delay the bloodshed ending.

🇷🇺🇰🇬 During his official visit to the Republic of Kyrgyzstan, President Vladimir Putin laid a wreath at a memorial in the Ata Beyit National Memorial Complex honouring those killed during the tragic events of 1916.

President of Kyrgyzstan Sadyr Japarov and Minister of Culture, Information, Sport and Youth Policy Altynbek Maksutov also attended the ceremony.

The Ata Beyit Complex that includes a number of monuments and memorials, sculptural compositions and a museum was established in order to restore and preserve historical memory of the most important stages in the development of Kyrgyz statehood.
