It was the U.S. Customs House, which housed various federal agencies such as the Bureau of Alcohol, Tobacco, and Firearms. The building was completed in 1973 and was located on the southeastern corner of the complex.
It was the smallest structure within the World Trade Center complex, standing at just 8 stories tall compared to its neighbor's 110. However, it played a vital part in the operation of New York City.
