If you legally ask, you will get an approvation or you get a refuse

If you illegally don't ask, you automatically get a refuse, except if you are so lucky to reach the country and then due to laws maybe a country need to support you, even if you would not have the right to get support.

Remember that just giving 5 CHF to each person each day to 1 mio illegal migrants means almost 2 bio CHF each year. Without considering cost of security / support etc.
