Sur l’ensemble des condamnations, une très grande majorité correspond à des peines pécuniaires (PPec), souvent prononcées avec sursis (60.58%). En Suisse, moins de 11% représentent des peines privatives de liberté (PPL) sans sursis alors que dans le Canton de Vaud, les PPL sans sursis sont proportionnellement plus souvent prononcées (19,67%).

En termes de condamnations, celles prononcées en 2014 dans le Canton de Vaud représentent 13% des condamnations totales en Suisse. La proportion vaudoise des infractions aux lois sur les stupéfiants et sur les étrangers est supérieure à celles enregistrées au niveau suisse et ce, certainement, en raison des actions ciblées menées dans le Canton de Vaud (opération Strada).

En Suisse, le nombre d’infractions au Code pénal a diminué de 9.6% en 2014 par rapport à 2013. Dans le Canton de Vaud, les infractions au patrimoine ont diminué de 10% et celles liées à l’intégrité sexuelle de 12%.

L’augmentation est particulièrement visible pour l’année 2011 en comparaison avec 2010 (Tableau 9). Elle concerne avant tout les personnes relevant de l’asile : le nombre de prévenus a été multiplié par 6 chez les Tunisiens, par 4.8 chez les Marocains et par 1,6 chez les Algériens.

Chez ces derniers, les prévenus pour infractions au Code pénal relèvent bien plus souvent de la catégorie ‹autres étrangers› que cela n’est le cas pour les ressortissants des autres groupes natio- naux étudiés. Chez les Tunisiens, on observe un accroissement important (multiplication par un facteur 3,4) des prévenus relevant de la catégorie ‹autres étrangers› entre 2010 et 2011.

En atteste le Relevé structurel de 2010 : la langue nationale constitue la langue principale pour 86 % des Tunisiens résidant en Suisse, 81 % des Algériens et 77 % des Marocains.
