I think people forget why Endermen and Creepers work as "Scary" enemies when they make horror mods.
I've watched some videos and tried a few horror mods, and they usually tend to fall short in some ways.
Something I've noticed is that a lot of them do things in ways that vanilla mobs do better, which is kinda sad.
An example would be that a lot of them either disappear or teleport away after being seen by the player, or when the player gets close.
This is a GOOD thing, because getting killed by a monster makes you less afraid of it. But they do this in a way that also takes you out of it in a way that kinda ruins the tension they built up by being creepy.
An enderman teleports alongside a visual and sound effect, which clearly comes across as it has the ability to teleport away. You also know that the enderman is probably still around. With these mods, they tend to do it without any effect at all, which breaks tension because "oh its gone now" or it could even make you laugh when it just Disappears suddenly while you are looking at it, or going to attack it.
You could even use the Effects to add tension. Suddenly you hear a sound that you know means it has teleported nearby... but you cannot see it, or perhaps you do and its looking right at you, then it teleports away once you've clearly noticed it. What if you hear it teleport right behind you?
Things like that are much more fun than "oh its gone now."
Block destruction is another one that is usually used poorly, as are one hit kills.
Its never fun to have half your base destroyed because you happened to be in the storage room when the mod decided this was a good time to send an unkillable monster at you. and then when you spawn its still in your base. and kills you again, and again, until the mod decides you've had enough.
Funny enough, the creeper does both those things in a good way that to this day can scare the fudge outta someone. Block destruction is a good way to make someone afraid of a creature, so long as it is avoidable. same with one hit kills like an explosion, so long as its done right.
Honestly, Some of these mods should focus on what can make normal Minecraft mobs scary, since there are a few that can be.
several speedy baby zombies. a Skeleton sniping you from where you cannot reach, a creeper sneaking up on you, trying to avoid an enderman's gaze, A Spider You didn't notice in the corner of the ceiling jumping at you, a group of Ghasts when you don't have a bow, a Hoglin on a narrow bridge.
Heck, I think a mod that made "Horror" versions of some of the normal mobs would go so hard.
Like an enderman that is actively stalking you, watching you, and steals blocks from your house to antagonize you. How freaky would it be to look into the eyes of an enderman, and instead of it going nuts trying to immediately murder you, it instead just teleported away for a while. only to return when you least expect it, or actively trying to sabotage you by moving blocks you are using, or putting down ones that are detrimental to you.
