This law violates the 8th Amendment insofar as it may impose criminal sanctions against homeless individuals for sleeping outdoors on public property and not access their encampment or shelter. While we only generally discuss the 2 big encampments. There are several city wide autonomous from JTD and Teddy including in center city.
