Philly 10/30! Happy Mischief Night! Curfew 9pm to 6am city wide. Only essential workers, and emergencies permitted with an exception for those turning in Mail in Ballots. Your Mail In Ballot is your going outside license tonight. Traffic closures in Center City. Avoid 8th to 20th from Arch to Walnut. There are no impacts to SEPTA service or pedestrian access. All residents and essential employees, including hospital workers, can access the area by showing ID.

On 10/27, Police shot 14 bullets and killed 27 yo Walter Wallace Jr near 61st and Locust. Philly has since risen into protests against Police and Paramilitary structures within the city. Mass looting has occurred separate from the protests

A note on the new city council ordinance: "Less-lethals" like teargas and rubber bullets are now banned for use against "first amendment actions." When questioned, Helen Gym confirmed that it is entirely up to the discretion of the police to decide if something is a "first amendment action"/demonstration. If police determine something to be an "unlawful gathering" or "riot" etc. They can still use however many tear gas grenades as they want, and there is no accountability since it's the police who decide if it's a first amendment protected protest or not.
