The North Korean leader visited Samjiyon, a new city being built near the Chinese border which promises to be a “socialist utopia.” (Reuters)

It marks the first reported appearance of the 37-year-old in over a month amid growing speculation about his rapid weight loss and health.

The Korean Central News Agency reported Kim said the city represents the “lofty loyalty, strong will and sweat of our people” and the “iron will” of North Korea.

Downdetector reports the outages with the Google Cloud Platform have been partially resolved.

While it appears the spike in problems being reported has passed, Google did not provide an ETA on when there would be full-resolution service.
