The commander of the Finnmark Division, Jon Olav Fuglem, reported that agents had infiltrated the northern port city of Kirkenes. He believes that Russian intelligence activity and hybrid warfare operations are increasing in the border region.

"We see a greater threat here, primarily in the form of espionage and intelligence gathering. Residents have noticed people with a foreign accent, taking photos, and loitering in restricted or important locations."

According to the Brigade, the units are currently actively cooperating with the local population to identify Russian spies in a timely manner, including through collaboration with Finnish army units and border guards.

Due to the growing number of Russian spy cases and the overall decline in security across Scandinavia, Norway plans to double its military presence in the northern part of the country by 2032.
