DID POPE LEO XIV APPOINT A BISHOP TO STIR UP PROTEST AGAINST ICE DEPORTATIONS?

So why is this story going around social media?
It is mostly thanks to the video below, from an 'Old Catholic' priest, who is married to another man, meaning someone who hasn't anything to do with Pope Leo XIV or the Roman Catholic Church in the first place
The priest in the video implies that Pope Leo XIV's appointment of Bishop Michael Pham was a political message and then he says than Pham is 'mobilising his priests to accompany migrants to their trials and having them go to court with them and to help them through the process' before adding 'and to hopefully deter ICE from arresting them when they are showing up their hearings'
Two things to note
1) Michael Pham got the call that he was being appointed as Bishop of San Diego on May 14th, 6 days after Leo XIV was elected. Pham believed that Bishop McElroy, the former Bishop of San Diego, had a role in recommending him. Pham was already the Auxiliary Bishop for the previous two years. It must also be added, that he himself was a refugee, having fled Vietnam on a boat that was being chased by Communist authorities. This was not, as some on social media claim, a reaction to ICE protests.
2) In Pham's letter he states that he is asking priests to accompany migrants to court. Priests accompany every type of person you can think of to court cases, this is not unusual. There were priests accompanying those on trial at Nuremberg in 1946, if you want a dramatic example.
The bishop's letter is below, you can read his comment that it probably won't change the outcome, despite what the priest here says.
Last week, the mainstream media decided that Pope Leo XIV was calling for open borders and people on the right allowed their thinking to be framed by such mainstream media. The mainstream media says jump and they say how high.
Now, the same again with what is a fairly innocuous and routine pastoral duty from a Bishop appointment that had nothing to do with ICE or related protests.
