O filme é dirigido por Alex Winter, mesmo diretor que retratou a trajetória do Napster no documentário Downloaded – A Saga do Napster (2013). A intenção do cineasta britânico é mostrar ao mundo a deep web (ou “internet profunda”, em tradução livre), rede que armazena conteúdos não indexados pelos mecanismos de busca (Google, Bing, Yahoo, entre outros), o que corresponde a 96% de toda a web. Acredita-se que o comércio de drogas na rede movimente US$ 22 milhões por ano.
