I found a way how to enable Live Caption which is Pixel 4 exclusive feature at the moment :D

First enable my Pixel 4 or Pixel 4 XL Magisk module then install Device Personalization Service from apkmirror then reboot.

After reboot go to Settings - Sounds and download Live Caption from there :)
