• IMPORTANT PROCEUDRE SHOULD BE FOLLOWED BEFORE FLASHING:
1- wipe data, system, system ext, vendor, metadata
2- format data
3- reboot to fastboot
4- in console type 'fastboot format userdata'
5- reboot back to recovery
6- flash rom like usual
Decryption and data works fine afterwards in twrp
For new rom, you need to do steps again, for whatever reason twrp cant handle format data
