On 10 December 1999 a decision by the Albanian Constitutional Court that the death penalty was contrary to the new constitution effectively abolished the death penalty in peacetime in Albania.

The last execution in Albania took place in 1995.

These diverging patterns of homicide victimization are most striking when com- paring Eastern European countries to the rest of the continent (Liem and Campbell 2014): in Eastern European countries such as Belarus, Moldova, and Ukraine the homicide rate ranges from 4.3 to 6.5 per 100,000. Even in the third map, we can see that there are a lot of states with nothing, while other without death sentence with homicides ...

YES, we cannot ignore the red points ... BUT
