Palestinian factions in Lebanon issued a joint statement late on 21 August rejecting disarmament, hours after elements of the Fatah party handed over weapons to the Lebanese Armed Forces (LAF).
The joint statement said the handover of some weapons in the Burj al-Barajneh camp in Beirut’s southern suburb does not mark an official disarmament of Palestinian factions in Lebanon.
“What occurred was merely internal organizational arrangements specific to Fatah, and not reflective of any broader action concerning Palestinian weapons within the camps. All reports suggesting intentions to hand over weapons from within those camps – particularly Burj al-Barajneh – are completely false and have no bearing on reality,” the statement said.
The statement affirmed the factions’ “refusal to surrender weapons as long as the Israeli occupation of Palestinian lands continues,” emphasizing that “these arms would only be used in the context of resisting the Zionist enemy until the Palestinian people's rights to return, freedom, and independence are realized.”

Google Will Require Developer Verification For Android Apps Outside The Play Store
Google is tightening security measures around Android app distribution, the company announced on Monday. Starting next year, Google will begin to verify the identities of developers distributing their apps on Android devices, not just those who distribute via the Play Store. The changes will affect all certified Android devices once live, though the global rollout will be more gradual.
The tech giant stresses that this does not mean developers can’t distribute outside of the Play Store through other app stores or via sideloading — Android will remain open in that regard. However, developers who appreciated the anonymity of alternative distribution methods will no longer have that option. Google says this will help to cut down on bad actors who hide their identity to distribute malware, commit financial fraud, or steal users’ personal data.
According to its own survey, Google says that more than 50 times more malware came through internet-sideloaded sources compared with Google Play, where it has required developer verification since 2023.
Initially, Google will allow interested developers to sign up for early access starting in October 2025 to test the system and provide feedback. In March 2026, verification will go live for all developers. By September 2026, any app installed on an Android device in Brazil, Indonesia, Singapore, and Thailand will have to meet the new requirements. Starting in 2027, the requirements will begin rolling out globally.
Developers will have to provide their legal name, address, email, and phone number, which could push independent developers to register as a business for their own privacy’s sake. Apple implemented a similar change for the EU App Store earlier this year to comply with the Digital Services Act (DSA), a regulation that now requires app developers to provide their “trader status” to submit new apps or app updates for distribution.
Google notes that student and hobbyist developers will be able to use a separate type of Android Developer Console account when this system rolls out, as their needs differ from commercial developers.
The changes could have a significant impact on the Android app ecosystem and app distribution, as Google works to cut down on the security issues and malware that have typically plagued its platform.

German Chancellor Friedrich Merz stated on Tuesday that Germany would not take part in an initiative to recognize a Palestinian state at next month’s UN General Assembly.
He made the remarks during a joint press conference with Canadian Prime Minister Mark Carney, who announced last month that Canada would recognize the state of Palestine at the General Assembly, joining similar moves by France and Britain.
"The position of the federal government is clear, as far as the possible recognition of the state of Palestine is concerned," Merz said.
"Canada knows this. We will not join this initiative. We don't see the requirements met," he added.

The Michigan Supreme Court has drawn a firm line around digital privacy, ruling that police cannot use overly broad warrants to comb through every corner of a person’s phone.
In People v. Carson, the court found that warrants for digital devices must include specific limitations, allowing access only to information directly tied to the suspected crime.

Michael Carson became the focus of a theft investigation involving money allegedly taken from a neighbor’s safe.
Authorities secured a warrant to search his phone, but the document placed no boundaries on what could be examined.
It permitted access to all data on the device, including messages, photos, contacts, and documents, without any restriction based on time period or relevance. Investigators collected over a thousand pages of information, much of it unrelated to the accusation.
The court ruled that this kind of expansive warrant violates the Fourth Amendment, which requires particularity in describing what police may search and seize.
The justices said allowing law enforcement to browse through an entire phone without justification amounts to an unconstitutional exploratory search.
Smartphones now serve as central hubs for people’s lives, containing everything from health records and banking details to travel histories and intimate conversations.
Searching a device without limits can expose a volume and variety of personal information that far exceeds what a physical search could reveal.
Groups including the Electronic Frontier Foundation, ACLU National, and the ACLU of Michigan intervened in the case, filing a brief that called on the court to adopt strict rules for digital searches.
They argued that phones hold what the US Supreme Court has described as “the sum of an individual’s private life,” and that unrestricted warrants effectively strip away meaningful privacy protections.
A four-justice majority agreed. They emphasized that digital search warrants must be precise, listing exactly what investigators are seeking and explaining why those specific data types or timeframes are relevant. Magistrates authorizing such searches must confirm that police have a factual basis for requesting that access.

Pro-Israel senator Lindsey Graham and other US officials held talks with Lebanese leaders in Beirut, calling on the resistance to surrender its weapons
US and Lebanese officials met on 26 August to discuss efforts to disarm Hezbollah, with Washington doubling down on its demands for the resistance to surrender its weapons and conforming to plans for an “economic zone” in south Lebanon.
Pro-Israel senator Lindsey Graham and US envoys Tom Barrack and Morgan Ortagus led the US delegation that visited Lebanon.
Graham and the other US officials met with Lebanese President Joseph Aoun in the Presidential Palace in Baabda on Tuesday, and are set to hold talks with Parliament Speaker Nabih Berri.
Graham urged Beirut to make “hard decisions quickly” and warned that Hezbollah’s armed presence is a “wall to growth and integration into the region,” the senator told This is Beirut in an interview after the meeting.
“This is a very pluralistic society. One thing you have going for you is that Christianity is able to thrive here, worship freely, do business, and live in peace – something that is not true in much of the Middle East. My advice to you is to keep that diversity and try to find a way to get Hezbollah disarmed, because if you can't achieve that, then a lot of doors stay locked. But the day that Hezbollah is disarmed, and the Lebanese military is the protector of the country for all Lebanese, then many doors could open,” he added.

Iran Hopes To Begin Russian Gas Imports Via Azerbaijan In ‘Near Future’
This follows an agreement to accelerate the Rasht–Astara railway, seen as central to Iran–Russia trade integration
Iran’s ambassador to Russia, Kazem Jalali, said on 25 August that deliveries of Russian gas through the Republic of Azerbaijan could begin “in the near future” once a pricing agreement is finalized.
Speaking to Russia’s TASS news agency, Jalali confirmed that discussions with the Russian multinational energy corporation Gazprom are in their final stages. “Almost all issues have been resolved, but we need to reach a common language on pricing,” he explained. “Once that is agreed, everything will be operational.”
Jalali also noted that by the end of 2025, Iran expects to expand the nationwide use of Russia’s Mir payment cards, further embedding financial cooperation between the two sanctioned states.
The envoy condemned what he described as western complicity in Israel’s crimes against Palestinians. He accused Israel of waging a “proxy war” on behalf of western powers and denounced Tel Aviv’s strikes on civilians in Gaza as “crimes against humanity.”
Addressing the June escalation with the US–Israeli alliance, Jalali stressed that Iran had demonstrated its readiness to respond. “Iran is not Gaza,” he warned. “If attacked, we will react seriously.”
