The organization sent letters to Los Angeles and San Diego leaders, stating that elected officials and employees of "sanctuary" jurisdictions could be "criminally liable" if they impede federal immigration enforcement. The letters argue that sanctuary policies amount to "harboring" or concealing federal fugitives, but experts like Ahilan Arulanantham from UCLA School of Law argue that not inquiring about someone’s status or declining to share such information is not harboring.
