"On December 24, 2025, the vessel "Mariner" received a temporary permit to sail under the state flag of the Russian Federation, issued in accordance with Russian legislation and international law.

Today, around 15 o'clock Moscow time, in the open sea outside the territorial waters of any state, US naval forces boarded the vessel and communication with it was lost.

In accordance with the norms of the United Nations Convention on the Law of the Sea of 1982, in high seas, a regime of freedom of navigation applies and no state has the right to use force against vessels duly registered in the jurisdictions of other states."
