I found out the strategy for getting a good ending in the game after meticulous replaying. Spoilers ahead
First thing you do after starting a game is dismiss Hilferding as an advisor and pick Paul Levi from the Leftists. Keep meticulous count on each 6 month period and choose equally between pushing the SPD left and mending ties with the KPD. Focus almost all your activity solely on party affairs, and use the coalition government to immediately pick Foreign Minister as your most important SPD position and forge ties with the Soviet Union. Internal Security is okay as well as the Bundeswehr. Immediately amp up your party dues to the maximum possible, there's no discernable penalty, and use your resources at every step to build up the Reichsbanner as much as possible. Again make sure you use EVERY OPPORTUNITY to use Levi to push the SPD left and mend with the KPD before he dies in 1930. The next best step after him is the leader of the german trade union movement as he can rally the workers. Make sure to pick the working class at every step in party policy for rhetoric and rallying. If you sufficiently build up the Reichsbanner and ally with the KPD you can win the civil war, although it's mostly pyrrhic.

Also
Do everything you can to keep the SPD in government. Don't let the game go into continuous reelections, know when to concede and keep the hated chancellor in power as long as possible so you can keep using party policy cards. Do it as long as humanly possible as it gives you more chances to fundraise and then build up the reichsbanner.
