On October 7 (long before Hamas), 1985, the Italian cruise ship Achille Lauro was seized by four Palestinian terrorists while in Egyptian waters. The terrorists were demanding the release of 50 Palestinian prisoners in Israel. During the hijacking, the terrorists killed Leon Klinghoffer, a disabled U.S. citizen, jew. The murder, having occurred on the "Lauro," had consequently been perpetrated on Italian territory, and therefore Italian was the jurisdiction. The Italian government, led by the leader of the Italian Socialist Party Bettino Craxi, tried to resolve the situation diplomatically, involving the Palestine Liberation Organization (PLO). The United States, wanting to capture those responsible for the murder, intercepted an Egyptian Boeing carrying the terrorists. Without warning the Italian government, U.S. fighter jets diverted the Egyptian plane to Sigonella Air Base in Sicily, an Italian military airport that included a U.S. Navy Naval Air Station (NAS). Only after the hijacking had begun did the U.S. government attempt to contact Craxi. Michael Ledeen, a CIA consultant, managed to get in touch with him; Craxi asked him only "why Italy?" and was satisfied with his answer, "for your perfect climate, your fabulous cuisine and the cultural traditions that Sicily can offer." The Italian Prime Minister, annoyed by this improvisation, intended to allow the landing, but only on the condition that he would handle the consequences independently. He issued directives that the terrorists be taken over by the Italian authorities, and secretly ordered the military leadership that the terrorists and the mediators be placed under Italian control. A few minutes later, two Lockheed C-141 Starlifters of the U.S. Delta Force also landed - with lights out and without permission from the control tower. They headed toward the Egyptian Boeing and it was immediately clear that their intent was to pick up hijackers and Abu Abbas, head of the Palestinian Liberation Front (PLF) . The runway lights were immediately turned off. Tensions rose when Delta Force raiders, descending from their C-141s guns drawn, surrounded the Italian airmen and Carabinieri at the base. But they in turn were surrounded at gunpoint by a second cordon of carabinieri, who had meanwhile arrived from nearby barracks in Catania and Syracuse. Everyone stood to their positions: at that moment there were three concentric circles around the plane. Minutes of extremely high tension followed. At 5:30 a.m. on Oct. 11, when the commanding general of the Carabinieri, Riccardo Bisogniero, brought in at Sigonella on Craxi's orders the armored cars of the Carabinieri and other reinforcing units, the U.S. special unit was ordered to return. Reagan, faced with the Italian position, had only to give up and withdraw the military from Sigonella.
